Syrian Ministry of Awqaf calls for adherence to moderate religious discourse

The Ministry of Religious Endowments (Awqaf) issued a circular to mosque preachers on Sunday, May 25, urging them to adopt a “positive and moderate” religious discourse.

In its circular, the Ministry stated that given the important role of mosque pulpits in society, it calls upon preachers to adhere to the principles of Islamic moderation and balanced thought, avoiding both excess and negligence.

    It called for a “positive discourse filled with wisdom, free from intolerance and partisanship, and to keep the pulpit neutral from disparaging entities or individuals.”

    The Ministry also emphasized the importance of adhering to scientific standards, taking into account the jurisprudence of verifying information and facts from their reliable sources, focusing on a unifying discourse that brings together voices, strengthens hearts, and promotes coexistence and civil peace.

    The circular urged mosque preachers to propose discourse that is suitable for the reality and addresses the needs of the community, complying with the allotted time for the sermon (30 minutes maximum), and avoiding lengthy and distracting discussions.

    At the end of its circular, the Ministry stressed the importance of adhering to the four well-known jurisprudential schools and the three doctrinal schools (Ash’aris, Maturidis, and Ahl al-Hadith).

    Syrian President in the transitional stage, Ahmed al-Sharaa discussed with Minister of Awqaf, Muhammad Abu al-Khair Shukri, the importance of promoting “moderate religious discourse” and establishing values of tolerance and national belonging in Syria.

    The Syrian presidency stated at the beginning of May that al-Sharaa emphasized “the pivotal role of religious institutions in enhancing social unity and the necessity for religious discourse to keep pace with contemporary challenges.”

    It also indicated that Shukri reviewed the plans of the Ministry of Awqaf and its efforts in training imams and developing religious discourse curricula.

    In March, al-Sharaa issued a decision to form the Supreme Fatwa Council, based on the powers granted and the desire to organize fatwa issuance and fatwa institutions in a manner that serves the higher interests.

    The decision included the formation of the Supreme Fatwa Council headed by Sheikh Osama al-Rifai, consisting of members including Mohammed Rateb al-Nabulsi, Muhammad Abu al-Khair Shukri, Muhammad Naim Arqsousi, Abdul Fattah al-Bazm, Khairallah Talib, Abdul Rahim Atoun, Mazhar al-Wais, Anas Ayrout, Anas al-Mousa, Ibrahim Shasho, Ibrahim al-Hassoun, Alaa al-Din Qaseer, Muhammad Wahbi Suleiman, and Suhail Junaid.

    Iraq had previously called for unifying the religious discourse in Syria, as stated by Iraqi National Security Advisor, Qassim al-Araji.

    Al-Araji made this statement during his meeting with the head of the Shia Scholars Association in Syria, Abdullah Nizam, on April 21 in Baghdad, saying, “We emphasized the importance of unifying the discourse through the role of religious scholars and clerics, enhancing the concepts of social cohesion, and rejecting extremist discourse.”

    Al-Araji considered that “rejecting extremism” strengthens unity and foils the opportunities for “those who stir up discord.”

    He also mentioned in the meeting the “necessity of respecting all religions, sects, and components, and strengthening the bonds of national unity among the Syrian people.”
