Ukiah Valley Water Authority expands to include Calpella water district

The Ukiah Valley Water Authority, a recently formed joint powers authority created to improve water services across the Ukiah Valley, added a fifth member this month with the inclusion of Calpella County Water District, the city of Ukiah reported this week.

In a press release, city officials note that “Calpella’s decision to join the Water Authority was officially approved by the Water Authority Board on March 6, 2025 (with Steve Bogart and Tami Baarsch-Bogart now serving as Calpella representatives.) Calpella’s inclusion fulfills the original goal of consolidating the five agencies initially envisioned to form the regional authority. Now encompassing the city of Ukiah, Redwood Valley County Water District, Millview County Water District, Willow County Water District, and Calpella County Water District, the Water Authority represents a comprehensive approach to regional water management.”

    City officials also point out that “the benefits of the Water Authority’s regional coordination were recently demonstrated through swift emergency response to a significant water main break in Redwood Valley on Jan. 2. On the Water Authority’s first official working day, an 8-inch water main broke, causing the local storage tank to lose approximately one foot of water per hour. Left unchecked, this could have resulted in significant water loss and potential service disruptions. However, thanks to the new collaboration under the Water Authority, city of Ukiah water crews, who are highly trained in addressing such issues, immediately responded and successfully repaired the leak by evening. This rapid and coordinated response demonstrates the resilience and reliability of the region’s integrated water system.”

    “This is exactly the kind of scenario we envisioned when forming the Ukiah Valley Water Authority,” Ukiah Mayor Douglas Crane, who also serves on the Water Authority Board, is quoted as saying in the release. “With the Water Authority, we can respond immediately and efficiently. It’s a perfect example of the benefits of working together for our greater community.”

    The release also quotes Adam Gaska, Chair of the Water Authority and a board member for the Redwood Valley County Water District: “The Water Authority’s quick response to this water main break proves the value of this new partnership. The teamwork and resources brought to bear in resolving this issue give us great confidence in the future of our water system.”

    As history, city officials explain that the Water Authority was established through an agreement “between the Millview County Water District, Redwood Valley County Water District, Willow County Water District, and the city of Ukiah. Approved in February 2024, the consolidation created a unified approach to water management, integrating governance and infrastructure to provide more efficient and reliable water services for the Ukiah Valley region. The Water Authority will focus on modernizing aging water systems, improving water reliability, and positioning the region for success in securing state grant funding.”

    “The creation of the Water Authority is a monumental step toward a more resilient water future for the Ukiah Valley,” said Sean White, Director of Water Resources. “Our initial successes highlight the value of a coordinated regional approach, and we’re excited to build on this foundation to address long-term challenges like climate variability and infrastructure modernization.”
