Audit of Austin license plate camera program finds general accuracy, missing data

AUSTIN (KXAN) — The results are in for the Austin Police Department's (APD) Automated License Plate Reader program (ALPR) after the city released an audit of its findings.

The program, which ran under a trial period from March 2024 to March of this year, uses cameras placed around town and in some cars to photograph and store license plate numbers, alongside the date, time, location, and vehicle type associated with each scan

    It was meant to help Austin Police find suspects more easily, as well as help with investigations.

    APD's risk management unit found that during the nine-month period they looked at for the audit, the department collected around 75 million license plate scans, which led to around 165 arrests.

    While the audit notes that the data presented by Risk Management is mostly correct. They don't have exact numbers, thanks in part to the department itself.

    "We cannot verify that exact number because there were gaps in APD's metadata," said Jake Perry, the Senior Auditor in charge of the report, at a presentation in front of City Council. "These gaps happened because of staff not pulling data on time."

    The audit goes on to say that the city's ALPR program is in line with peer police departments, but mentions concerns over the city's contract with Flock Safety, a vendor for some of the cameras used in the program.

    According to the report, the contract's "language in some sections is unclear and lacks definition of key phrases," which could allow Flock Safety to retain some of the data collected and share it with outside police departments.

    The audit recommends that APD continue its own regular audits of the program and add additional processes to "enhance consistency and effectiveness."
