NFL Power Rankings: Where Do Teams Stand After Free Agency and the Draft?

In the wake of the 2025 NFL Draft, we’re checking in with our ratings to see where teams rank after the frenzy of free agency and excitement of their rookie selections.

Back-to-back offseason champions.

    That’s what Chicago Bears fans are boasting about (partly in jest) after the drafting of Caleb Williams and Rome Odunze in 2024 and the much-needed additions of offensive guard Joe Thuney, center Drew Dalman, OG Jonah Jackson and defensive tackle Grady Jarrett to the offensive and defensive lines this offseason. 

    But what does “winning the offseason” actually get you? After all, the Bears finished just 5-12 and in dead last in the NFC North last season.

    The answer is hope. Hope that big signings, blockbuster trades and a home-run draft can change the trajectory of a franchise in one offseason. 

    So how far has winning the offseason pushed Chicago in our team ratings? Or how about the Tennessee Titans, who ranked last heading into the NFL Draft before selecting Cam Ward No. 1 overall? And where do the defending champion Philadelphia Eagles rank?

    Our team ratings identify seven aspects of each team: QB, pass block, run block, pass rush, run defense, skill players and pass coverage. Other than QB, each of these is built from individual player ratings, weighted by position, and aggregated to a unit rating.

    According to the model, the Cleveland Browns, Seattle Seahawks and Los Angeles Chargers were the most improved between free agency and the draft. The Pittsburgh Steelers and New Orleans Saints had declined the most.

    Now it’s time to see where teams moved following the 2025 NFL Draft.

    To give some perspective, we’re also noting our EVE (Efficiency Versus Expected) and TRACR (Team Rating Adjusted for Conference and Roster) rankings from last season. TRACR uses advanced metrics and other factors to calculate how many points per 10 drives better or worse teams are or were compared to the league-average club during a given season.

    1. Buffalo Bills (Team Rating: 15.97)

    2024 Record: 13-4 (Lost AFC Championship) 2024 EVE Rank: 11th 2024 TRACR Rank: No. 4

    Trending: The Bills hope to take another shot at the Chiefs in 2025 after locking up Josh Allen to a long-term megadeal. They added Joey Bosa and Larry Ogunjobi to the defensive front, Josh Palmer to the receiving corps and drafted CB Maxwell Hairston, DT T.J. Sanders and edge rusher Landon Jackson with their first three picks.

    2. Kansas City Chiefs (15.70)

    2024 Record: 15-2 (Lost Super Bowl) 2024 EVE Rank: 19th 2024 TRACR Rank: No. 9

    Trending: As you can see by their end-of-year ranks, the Chiefs had some work to do despite getting back to the Super Bowl. They’ve brought back several players like Kareem Hunt, Marquise Brown, JuJu Smith-Schuster and Trey Smith. Jaylon Moore was a key addition up front at two years, $30 million. Offensive tackle Josh Simmons looks to be a nice find at the end of the first round, and KC added DT Omarr Norman-Lott and edge Aston Gillotte in Round 2 and 3, respectively.

    3. Philadelphia Eagles (14.43)

    2024 Record: 14-3 (Won Super Bowl) 2024 EVE Rank: No. 2 2024 TRACR Rank: No. 3

    Trending: The Eagles locked up two of the biggest reasons for their march to the Super Bowl, inking Saquon Barkley to a two-year extension worth $41.2 million and LB Zack Baun to a three-year deal worth $51 million. They also extended OT Lane Johnson and acquired OG Kenyon Green from the Houston Texans for safety C.J. Gardner-Johnson. Philly then snatched up LB Jihaad Campbell and S Andrew Mukuba with their first two draft picks.

    4. Baltimore Ravens (14.02)

    2024 Record: 12-5 (Lost Divisional Round) 2024 EVE Rank: No. 1 2024 TRACR Rank: No. 2

    Trending: It shouldn’t be surprising to find the Ravens near the top after they finished the 2024 season rated highly in both EVE and TRACR. Ronnie Stanley got an extension, and they added WR DeAndre Hopkins and CB Chidobe Awuzie in free agency. Malaki Starks and Mike Green were the team’s notable draft picks. Starks led all safeties in pass coverage ELO, while Green paced the FBS in sacks last year.

    5. Jacksonville Jaguars (13.92)

    2024 Record: 4-13 2024 EVE Rank: 25th 2024 TRACR Rank: 27th

    Trending: The Jaguars fifth overall? Well, they do have a lot of good players (including rising star Brian Thomas Jr.) and did some house cleaning in the offseason. Jourdan Lewis was a great under-the-radar addition, as he rated as the second-best cornerback available in terms of our coverage ELO. Oh, and did we mention they got two-way star Travis Hunter with the second-overall pick?

    6. Green Bay Packers (13.46)

    2024 Record: 11-6 (Lost Wild-Card Round) 2024 EVE Rank: No. 3 2024 TRACR Rank: No. 5

    Trending: So, it’s the Packers ranked atop the competitive NFC North. They weren’t the busiest team, but they did make some key acquisitions in WR Mecole Hardman, OG Aaron Banks, LB Isaiah Simmons and CB Nate Hobbs. After a certain former QB never seemed happy about the team’s draft choices on offense, the Packers selected Texas WR Matthew Golden 23rd overall.

    7. Detroit Lions (13.13)

    2024 Record: 15-2 (Lost Divisional Round) 2024 EVE Rank: No. 5 2024 TRACR Rank: No. 1

    Trending: The Lions lost both their coordinators to head jobs, but a lot of talent remains. They sought to bolster a secondary that was abused in a stunning 45-31 playoff loss to the Washington Commanders by inking CBs Avonte Maddox, D.J. Reed and Rock Ya-Sin and extending Kerby Joseph with the largest safety deal in league history. Detroit also went defense with its first-round pick, getting DT Tyleik Williams. Georgia OG Tate Ratledge (second-round pick) seems likely to slot in as an immediate starter on a line that has been very good.

    8. Los Angeles Chargers (12.72)

    2024 Record: 11-6 (Lost Wild-Card Round) 2024 EVE Rank: 10th 2024 TRACR Rank: 12th

    Trending: Jim Harbaugh reached the playoffs in Year 1 and now he’s ready to take another step. The team picked up Najee Harris, Mike Williams and Tyler Conklin to help Justin Herbert and re-signed Khalil Mack and Elijah Molden defensively. Los Angeles got more offensive weapons in the draft, selecting RB Omarion Hampton and WR Tre Harris with its first two picks. According to our data, third-round pick Jamaree Caldwell is a really good fit on the defensive interior.

    9. Washington Commanders (12.55)

    2024 Record: 12-5 (Lost NFC Championship) 2024 EVE Rank: No. 9 2024 TRACR Rank: 10th

    Trending: The Commanders made some big moves to back up their 2024 breakthrough season. They replaced Jonathan Allen (signed with the Minnesota Vikings) with DT Javon Kinlaw (three years, $45 million), acquired WR Deebo Samuel from the San Francisco 49ers for a fifth-round pick and traded for OT Laremy Tunsil. They got OT Josh Conerly Jr. (Oregon) and CB Trey Amos (Ole Miss) with their first two draft picks.

    10. Tampa Bay Buccaneers (12.40)

    2024 Record: 10-7 (Lost Wild-Card Round) 2024 EVE Rank: No. 4 2024 TRACR Rank: No. 7

    Trending: One of the team’s biggest offseason questions was answered when the Buccaneers re-signed Chris Godwin to a three-year $66 million deal. Sterling Shepard and Lavonte David were brought back, and Hasson Reddick was added on a one-year contract. Tampa Bay gave Baker Mayfield another target with its first draft pick – WR Emeka Egbuka from Ohio State.

    11. Cincinnati Bengals (11.98)

    2024 Record: 9-8 2024 EVE Rank: No. 8 2024 TRACR Rank: 15th

    Trending: The Bengals didn’t make the playoffs despite ranking seventh in offensive EVE, so they went defense with Texas A&M edge rusher Shemar Stewart in the first round. Stewart isn’t just a freak athlete, he was really good against the run and finished with an above-average pressure rate.

    12. Chicago Bears (11.97)

    2024 Record: 5-12 2024 EVE Rank: 32nd 2024 TRACR Rank: 19th

    Trending: There have been some little moves here and there that have moved the Bears up and other teams down. But they added a good player in the previously mentioned Jackson and a top-five guard in Thuney. And Dalman is a good run blocker. The Thuney-Dalman-Jackson front is certainly be an upgrade over last year and help Caleb Williams tremendously in Year 2.

    13. Los Angeles Rams (11.85)

    2024 Record: 10-7 (Lost Divisional Round) 2024 EVE Rank: 22nd 2024 TRACR Rank: 14th

    Trending: The Rams ended 2024 on a high note, winning five of their last six before routing the 14-3 Minnesota Vikings 27-9 in the wild-card round. They also gave the eventual Super Bowl champion Philadelphia Eagles their toughest test in a 28-22 loss in the divisional round. Cooper Kupp is out and Davante Adams is in for QB Matthew Stafford.   

    14. San Francisco 49ers (11.58)

    2024 Record: 6-11 2024 EVE Rank: No. 6 2024 TRACR Rank: 18th

    Trending: The 49ers got the type of player they need in Mykel Williams with the 11th-overall pick. He ranked second among all defensive ends in run defense ELO.

    15. Houston Texans (10.51)

    2024 Record: 10-7 (Lost Divisional Round) 2024 EVE Rank: 14th 2024 TRACR Rank: 17th

    Trending: The problem isn’t that the Texans parted ways with Kenyon Green, who had the worst 1-on-1 matchup win rate in the league. It’s that they replaced him with Ed Ingram and Laken Tomlinson, who also rank near the bottom of the NFL in that category.

    16. Indianapolis Colts (10.17)

    2024 Record: 8-9 2024 EVE Rank: 20th 2024 TRACR Rank: 22nd

    Trending: The Colts were happy to pick Penn State TE Tyler Warren, who fell to them at No. 14. Warren finished tied for first among Power Four tight ends in burn yards per route.

    17. Denver Broncos (9.70)

    2024 Record: 10-7 (Lost Divisional Round) 2024 EVE Rank: 14th 2024 TRACR Rank: 17th

    Trending: No FBS player had more pass coverage reps than Jahdae Barron last season, and of the 90 cornerbacks with the most such reps, Berron finished third in burn percentage allowed and second in big play percentage allowed. The Broncos got him at No. 20 overall.

    18. Arizona Cardinals (9.70)

    2024 Record: 8-9 2024 EVE Rank: 13th 2024 TRACR Rank: 13th

    Trending: The Cardinals signed former Philly edge rusher Josh Sweat to a four-year, $76 million deal. Though he doesn’t rate as an elite pass rusher, he’s an upgrade for Arizona and a fantastic run defender. Sweat has also totaled the 14th-most adjusted sacks (48) since 2021 and is one of only 26 edge rushers with 100 or more run disruptions over that span.

    19. Miami Dolphins (9.51)

    2024 Record: 8-9 2024 EVE Rank: 17th 2024 TRACR Rank: 21st

    Trending: With the 13th pick in the 2025 NFL Draft, the Dolphins selected Michigan DT Kenneth Grant. According to our analysts, his 2024 tape isn’t overwhelming until you get to the Ohio State-Michigan game. Some might say that’s all that matters.

    20. Dallas Cowboys (9.06)

    2024 Record: 7-10 2024 EVE Rank: 31st 2024 TRACR Rank: 25th

    Trending: The Cowboys were pretty quiet in free agency, but bolstered their backfield with Miles Sanders and Javonte Williams. They went after Alabama OG Tyler Booker with their first-round draft pick (No. 12). Booker was third in our run blocking ELO ratings overall, but among guards, he was first in run blocking and third in pass blocking.

    21. Minnesota Vikings (8.89)

    2024 Record: 14-3 (Lost Wild-Card Round) 2024 EVE Rank: No. 7 2024 TRACR Rank: No. 8

    Trending: The Vikings loaded up on defense in the offseason, agreeing to a three-year, $51 million deal with DT Jonathan Allen and a two-year, $30 million contract with DT Javon Hargrave. In the secondary, CB Jeff Okudah and CB Isaiah Rodgers were added. First-round pick Donovan Jackson was a borderline elite left guard who then moved to left tackle because of injury and anchored an Ohio State offensive line that was outstanding throughout the College Football Playoff. He should help new QB J.J. McCarthy in 2025.

    22. Atlanta Falcons (8.54)

    2024 Record: 8-9 2024 EVE Rank: 12th 2024 TRACR Rank: 20th

    Trending: The Falcons obviously had a focus on edge rushers in the offseason, inking Leonard Floyd to a one-year, $10 million deal and drafting Georgia’s Jalon Walker and Tennessee’s James Pearce Jr. in the first round.

    23. Cleveland Browns (8.50)

    2024 Record: 3-14 2024 EVE Rank: 28th 2024 TRACR Rank: 26th

    Trending: Did the Browns have a good draft? They took Mason Graham, who we project to be a good-to-great pro, Ohio State RB Quinshon Judkins, QB Dillon Gabriel and QB Shedeur Sanders. Say what you want about Sanders, but Cleveland got a one-time projected first-round talent in the fifth round.

    24. Seattle Seahawks (8.50)

    2024 Record: 10-7 2024 EVE Rank: 15th 2024 TRACR Rank: 11th

    Trending: Sam Darnold has been tabbed to replace Geno Smith under center. Was it a good move? When we create game predictions, each team has a point value corresponding to its depth chart. The predictions use the two teams, weather, and homefield advantage to create a win probability and spread. With Smith at quarterback, the Seahawks point total is one point higher than with Darnold at QB. Seattle also added former AP Offensive Player of the Year Cooper Kupp on a three-year, $45 million deal.  

    25. New York Jets (7.94)

    2024 Record: 5-12 2024 EVE Rank: 21st 2024 TRACR Rank: 23rd

    Trending: New Jets LT Armand Membou ran the second-fastest 40-yard dash among offensive linemen at the NFL Combine. But he also has the numbers to back up his athletic traits. Only two Power Four conference offensive tackles with at least 213 pass protection reps allowed fewer than Membou’s two total knockdowns.

    26. New England Patriots (7.77)

    2024 Record: 4-13 2024 EVE Rank: 24th 2024 TRACR Rank: 31st

    Trending: New England made a big move to protect QB Drake Maye by selecting Will Campbell fourth overall. Campbell ranked first amongst all offensive linemen in run blocking ELO and second in pass blocking ELO. He was the safest prospect in the draft, and the one we project to be the most likely to have a lengthy career.

    27. New York Giants (7.59)

    2024 Record: 3-14 2024 EVE Rank: 30th 2024 TRACR Rank: 29th

    Trending: The Giants turned their biggest strength into an even bigger one, creating a pass rush that could be the NFL’s best following the addition of Abdul Carter with the third-overall pick in the draft.

    28. New Orleans Saints (7.08)

    2024 Record: 5-12 2024 EVE Rank: 26th 2024 TRACR Rank: 24th

    Trending: Our model approved of the Saints’ selection of Kelvin Banks Jr. at No. 9. He finished first among all offensive linemen in pass blocking ELO, which includes games against Ohio State, Georgia and Michigan. For a Saints team that needs, well, good players, taking an offensive lineman who might still be good 10 years from now made a lot of sense.

    29. Las Vegas Raiders (6.93)

    2024 Record: 4-13 2024 EVE Rank: 27th 2024 TRACR Rank: 28th

    Trending: Geno Smith figures to be a considerable upgrade for Las Vegas under center. The former Seattle starter had more throws under pressure (138) than any other QB last year but had the 12th-fewest pickable passes among the 33 QBs with 50+ such attempts. And don’t forget about first-round pick Ashton Jeanty. The Heisman runner-up was first in college football in rushing yards, yards after contact and broken tackles, and singlehandedly carried his Boise State squad to the College Football Playoff.

    30. Pittsburgh Steelers (6.72)

    2024 Record: 10-7 2024 EVE Rank: 16th 2024 TRACR Rank: 16th

    Trending: Pittsburgh added veterans Kenneth Gainwell, DK Metcalf, Robert Woods, Scotty Miller and Darius Slay, just to name a few. But who will be the team’s starting QB? Aaron Rodgers? Mason Rudolph? Sixth-round pick Will Howard? Stay tuned.

    31. Tennessee Titans (6.24)

    2024 Record: 3-14 2024 EVE Rank: 23rd 2024 TRACR Rank: 30th

    Trending: Though there’s some question about just how good of a prospect he is, Cam Ward is an immediate upgrade for a Tennessee team that threw more interceptions than any other in the NFL last year. And no team improved in its post-draft ratings more than the Titans.

    32. Carolina Panthers (6.14)

    2024 Record: 5-12 2024 EVE Rank: 29th 2024 TRACR Rank: 32nd

    Trending: Carolina hoped to give Bryce Young a premier target by picking Arizona WR Tetairoa McMillan eighth overall. Over the last two years, there have only been nine individual seasons from FBS wide receivers in which a player recorded at least 1,300 receiving yards and eight touchdowns. McMillan is responsible for two of those seasons, hitting those benchmarks in back-to-back years.
