Evans City Council gets on board with Greeley’s Mobility Development Plan

The Evans City Council has given its approval of the city of Greeley’s Mobility Development Plan, which will expand bus routes and create more transportation options for residents of both cities.

The Mobility Development Plan is the first step in the city’s Greeley on the Go transportation plan, which the council adopted in 2023. The Greeley City Council finalized this plan in March, allowing city staff to present it to the Evans City Council, one of the city’s regional partners in this endeavor, during their last work session, April 15.

    Ridership has risen since the pandemic, surpassing 600,000 bus riders in 2023. Despite this rise in ridership, current bus wait times can range between 25 minutes and three hours, drastically more than the average car trip time of 15 minutes, according to Greeley city staff.

    The Mobility Development Plan was created to combat this and has been molded by public input from pop-up events, the Speak Up Greeley website and Greeley-Evans bus drivers. Once adopted, city staff plan to start a micro-transit pilot program and a new bus route along U.S. 34 to Loveland. They’ll also begin construction on the MERGE Mobility Hub at Centerplace within two years.

    “The Mobility Development plan is a necessary step to implement the mobility components of the transportation master plan and is necessary for our federal transit administration funding,” Greeley Transportation Planner Hannah Feldman said.

    As part of the plan, smaller mobility hubs will be placed in Evans near the Evans Community Complex. This will extend the current route that travels down 10th and 11th avenues to the mobility hub instead of where the route currently ends, at the Greeley Mall. This route will become one of the new premium transit corridors with wait times of less than 15 minutes.

    “I think the expansion of some of the routes here in Evans is great, and to add that mobility hub will be a really good addition for our residents,” Mayor Mark Clark said.

    Clark asked Greeley city staff at the presentation whether there are plans to provide connections to regional airports or Denver International Airport, something that has had limited success in the past.

    Feldman acknowledged the previous difficulties establishing routes to the Denver International Airport, attributing them to pickup locations that made riders feel unsafe. The city hopes that with the visual appeal of the mobility hubs, private providers would be more willing to offer airport routes.

    Additionally, Clark confirmed the new transit options, which are part of the Mobility Development Plan, will not exclude services for elderly or disabled residents and will remain ADA compliant.

    The Evans City Council was nothing short of supportive and enthusiastic over the prospect of additional transit options for residents of both cities.

    “This is fantastic. I definitely agree with having that community hub here. I think we definitely need more transportation options and to diversify what that looks like in the city of Evans,” Councilwoman Alicia Johnson said.

    Johnson suggested adding another mobility hub along 23rd Avenue due to its proximity to the new Habitat for Humanity communities, such as Mission Springs and Hope Springs. Feldman said the city had considered adding one in that area but decided against it until there was more development.

    With the Evans City Council’s approval, Greeley city staff is in a better position to get approval for the plan on May 6, when the Greeley City Council will consider the formal adoption of the plan.
