Girard officials discuss plans for city parks

GIRARD — An 18-hole disc golf course has been completed at Stambaugh Park and new bocce courts have been added at Tod Park, so city officials now are looking at having a dog park, skate park or other improvements.

Councilman Keith Schubert, D-1st Ward, said at Monday’s meeting that disc golf was something residents wanted to have in the parks.

    He said there also has been discussion on tennis and pickleball courts, a dog park, skate park, walking paths, bikeway and new surface material for playground areas.

    Mayor Mark Zuppo said he has been looking at costs and learned that tennis courts are expensive. He said a better place for tennis courts may be behind Girard High School, since school officials are no longer considering the addition of a performing arts center.

    Zuppo said he spoke with Girard Assistant Superintendent Julianne Ware, who said a planned summer program offered by the city schools would include younger children making birdhouses for the parks and older students coming up with ideas and designs for a dog park or skate park.

    “Right now we are exploring ideas and getting input from residents on what they would like us to do,” Zuppo said.

    Zuppo said costs will determine what projects may be possible.

    He said there also has been interest in the former Ohio Leatherworks property with appraisals done of the land off U.S. Route 422. Zuppo said the northern part is valued at $50,000, and the southern part of the property is valued at $290,000.

    Zuppo said a grand opening for the disc golf course is planned for mid-May.

    A meeting will be at 5 p.m. April 24 at the Girard Multi-Generational Center to discuss with K&O Consulting about seeking Community Development Block Grants or revitalization grants for improvements in the Parkwood neighborhood and for Stambaugh Park.

    Another meeting for resident input is set 5 p.m. May 5 at the Girard Free Library.

    ROAD PAVING

    In other business, James Golden, CEO of Pavement Management Group, said his firm can help the city by inspecting and evaluating the surface condition of concrete and asphalt roads.

    “We can look at what conditions roads are in. We look at cracks and potholes and the severity of the roads,” Golden said.

    Councilman Thomas Grumley, D-4th Ward, said there are roads such as Mosier and Elruth Court that do not have curbs, which causes more wear and tear on the roads.

    “We are putting money year after year into the same road,” Grumley said.

    Golden said the edges of roads are where problems likely occur.

    “Water is the biggest detriment to all roads. That is why some type of curbing is needed. We look at keeping the water out,” he said.

    Golden said after PMG evaluates the condition of roads, a recommendation will be made to the city engineer.

    “Resurfacing of roads is an investment to help protect roads as long as you can,” he said.

    The city has 59.5 miles of roads.
