Lower-income Americans generally get food assistance from the federal Supplemental Nutrition Assistance Program, but Puerto Rico was cut out of that system — then known as food stamps — in 1981. It’s left Puerto Ricans in a situation where a low-income family of four has to survive on $551 in food aid a month, about the same that a family of two gets when they’re on SNAP on the mainland.
