Alors que des milliers d'Afghans fuient leur pays tombé aux mains des talibans, les États frontaliers et l’Union européenne tentent de trouver des solutions pour anticiper une nouvelle vague de réfugiés. La Turquie a signé la convention de Genève sur le statuts des réfugiés mais applique une restriction géographique dont les Afghans sont exclus. Le travail du Haut Commissariat aux Réfugiés, qui évalue les dossiers de demandes d’asile, est marginal au regard des besoins. Environ 300 000 sur le sol turc selon les autorités, les Afghans ont très peu de chances d’y obtenir le statut de réfugié et d'être régularisé.
