City of Ukiah delays vote on annexation plans

City of Ukiah officials announced Monday that an item “regarding the pre-zoning of certain parcels and related land-use items associated with a potential future annexation proposal” that was expected to be considered by the Ukiah Planning Commission this week has been postponed to “a date not certain.”

The city’s Planning Commission first considered voting on whether or not to recommend four components of the city’s plan to annex a large number of neighboring properties that are currently under Mendocino County jurisdiction at its June 11 meeting, but after four hours of discussion and public comment, the board decided to continue the item to its June 25 meeting.

    “My sense is that this whole thing was rushed, and there was a lot of people here with questions: how is this going to affect me, what is this going to do to my property?” said Commissioner Mark Hilliker after numerous residents expressed concerns about the annexation plan. “I think when people come storming in here and they’re unhappy about something, it’s because they don’t have information.”

    Since that meeting, the city has hosted another public workshop regarding annexation, but officials explained in their June 23 press release that the city would be delaying the vote further to “ensure that there is adequate time to continue engaging with the community and to further explore potential alternatives to the original proposal. In addition, the city believes that more time is needed to allow for ongoing discussions with public partners to support a thoughtful, coordinated approach to land use planning and annexation.”

    “We need and appreciate the community’s interest in this issue and are committed to continuing a process that is open, transparent, and inclusive,” Mayor Doug Crane is quoted as saying in the release. “It is our goal to make sure any annexation proposal reflects shared objectives, addresses community concerns, and supports long-term planning for the entire region.”

    Not mentioned in the release is the fact that the Mendocino County Board of Supervisors this week were considering a resolution to rescind a Master Tax Sharing Agreement reached with the cities of Ukiah, Willits, Fort Bragg and Point Arena, a move that could derail the city’s annexation plans.

    City officials added that they will “continue to provide updates on next steps and future meetings as the engagement process continues, and additional information can be found on the city’s website: www.cityofukiah.com/annexation.
