Aggressive Construction launches last-minute challenge to Hong Kong ban
Chinese contractor Aggressive Construction Engineering has appealed the dismissal of its appeal against the removal of its licence to operate in the region. This occurred in 2023, after a number of deaths occurred on its sites.

Five deaths occurred in three incidents. The first was in 2020, when an employee died after being electrocuted; in 2022, a crane collapsed, killing three workers; and in 2023, a worker died in a fall.

Authorities held several rounds of interviews with the company and Hong Kong’s Contractors Registration Committee, after which they said they were not satisfied that Aggressive was “competent and capable in site supervision and safety management”.

Aggressive Construction is to be removed from the register of general building contractors on 20 June.

Its application for registration renewal was rejected on 22 May, but launched a further appeal, according to the South China Morning Post.

Aggressive Construction said its removal would affect the building of social housing. It is currently working on six projects, three of which are public housing, one a subsidised private housing project and one a dormitory for the University of Hong Kong.

The government notes that in five of these cases, Aggressive Construction will have to stop work, and that on the University of Hong Kong site, the company’s progress is “far below contract requirements”.
