Aleppo Governor Azzam al-Gharib has signed a twinning agreement with Gaziantep Mayor Fatma Şahin, aimed at enhancing cooperation in various service and developmental fields.
The signing took place today, Wednesday, May 29, during an official meeting that included the Aleppo Governor, a number of city officials, along with a delegation from Gaziantep Municipality.
The agreement includes organizing streets, improving cleanliness, expanding green spaces, in addition to exchanging expertise in the infrastructure, economy, and agriculture sectors.
During the meeting, the Aleppo Governor stated that signing the twinning agreement between the two cities represents “an important day for the people of Aleppo and the residents of Gaziantep,” noting that the two cities “share historical bonds over 400 years and were part of a unified administrative organization.”
Al-Gharib added, “We are today bridging the gap between the past and the present to write history anew,” expressing his hope to “benefit from the experiences and factors of renaissance and prosperity that Gaziantep Mayor Fatma Şahin has achieved,” as he expressed.
He pointed out the various fields of “prosperity” in Gaziantep, from roads and transportation to agriculture, water, and parks, considering that “this partnership will build something new and different for Aleppo, and a one-of-a-kind model.”
He regarded the “twinning agreement as vital and very important,” explaining that the first phase will include mutual workshops between Gaziantep Municipality and Aleppo governorate.
Various fields
For his part, Aleppo City Council President Muhammad Ali al-Aziz clarified that the twinning agreement includes cooperation in the rehabilitation of infrastructure and superstructure, alongside the economy, agriculture, and industry sectors, as well as the exchange of expertise and information.
Al-Aziz noted that the goal of the twinning is to “restore the spirit of brotherhood between the cities of Aleppo and Gaziantep, based on historical, cultural, and heritage ties.”
In response to a question from Enab Baladi‘s correspondent regarding the timeline for implementing the project, al-Aziz stated that the next step following the signing is to form specialized joint committees between the two cities to implement the terms of the agreement, confirming that there is no specific timeframe for completing the project, as the committees will determine the nature of the work to be carried out.
Regarding the concept of “twinning,” and whether the agreement is limited to transferring the Turkish experience to Aleppo only, or if it also includes sharing the local experience with the Turkish side, al-Aziz explained to Enab Baladi that “twinning” does not mean copying one party’s experience; rather, it is based on the exchange of expertise and benefiting from the existing capabilities in both Aleppo and Gaziantep.
He emphasized that the committees will include members from both the Syrian and Turkish sides, with an exchange of expertise between the two cities primarily aimed at advancing the city of Aleppo, and enhancing cooperation between the two countries as a secondary goal.
Agreements with Turkey
Syria has signed several agreements with Turkey after the fall of the previous Syrian regime in various fields, including economic, service, and security aspects, as Ankara is considered one of the main allies of the current government in Damascus.
On May 23, Turkey completed connecting the natural gas pipeline extending from the Turkish province of Kilis to Aleppo.
Turkish Minister of Energy and Natural Resources Alparslan Bayraktar told the Turkish Anadolu Agency at the time that tests were currently being conducted in preparation for exporting gas to Syria in a few days.
Bayraktar added that his ministry had sent technical teams to Syria several times and had worked to accurately determine the infrastructure needs in the energy sector, regarding short, medium, and long-term projects related to it, indicating that these efforts have turned into tangible projects over the past five or six months, with their results now evident.
On May 15, the Minister of Higher Education and Scientific Research, Marwan al-Halabi, signed an agreement in the education sector with his Turkish counterpart, Erol Özvar, which included several clauses.
