Meetings have intensified in the Syrian coast to promote civil peace and reject incendiary rhetoric, whether through the Civil Peace Committee meetings or through individual initiatives by figures who met with notables and dignitaries from various sects in the coast region.
The essence of these meetings was to discuss the problems of the locals in the coast, the necessity of maintaining security, holding offenders accountable, and delivering war criminals, as well as bridging social gaps following the bloody events that took place in the coast last March.
Rebuilding trust
Among the meetings, in April, was a visit by the Syrian doctor in Islamic thought, Abdul Karim Bakar, to the city of Latakia, where he met a group of notable figures from the city.
The Executive Director of the Mukarbat For Political Development Center, Muayyid Habib, and one of the attendees, told Enab Baladi that the visit was part of the work of the organization “United Against Racism and Sectarianism,” which Dr. Bakr established in 2022, aiming to combat sectarian and racial intolerance in all its forms and to promote the values of tolerance and citizenship, with around 100 members from 16 countries.
He mentioned that the goal was to deliver lectures in Latakia after an invitation from Dr. Fidaa al-Majdoub, who resides in Latakia, for a meeting with notable figures and intellectuals from the Alawite and Sunni sects, adding that it was an unofficial individual initiative.
Habib clarified that the attendees included doctors, engineers, and media professionals, and the session witnessed a sense of “comfort” in the discussions, confirming that those present were “not the authority,” but rather part of the solution by opening a cultural, dialogical front, with demands to prevent partition and hold criminals accountable.
During the meeting, Dr. Bakr stated that opening a new page requires accountability for the criminals who have wronged the Syrian people, along with the necessity for those in the wrong to apologize, especially those whose hands aren’t stained with blood, which strengthens the rebuilding of trust between Syrians.
Habib added that while some aspects of the dialogue carried tension, 80% of it was positive, with attendees requesting follow-up meetings and hosting in Alawite villages, alongside an invitation for Sheikh and notable figures from all Syrian cities, as well as a visit from Grand Mufti Osama al-Rifai. He pointed out that the dignitaries expressed their rejection of the movements of remnants of the previous regime and their stance against sedition and fighting.
Habib believes that civil peace cannot be achieved without such meetings, as they bring closer viewpoints and “corner the remnants and their followers and criminals to be ostracized by all segments of the Syrian people.”
He noted the difficulty of this task, comparing the dialogues and meetings to “sculpting in stone,” and that their continuation leaves a positive impact since communities are influenced by elites, intellectuals, and dignitaries, emphasizing the need for their persistence.
Civil Peace Committee
According to Enab Baladi‘s monitoring, the pace of meetings and gatherings in the Syrian coast increased during March, which witnessed a wave of violence resulting in the deaths of 1,562 people in Syria, triggered by an ambush by armed individuals loyal to the ousted Assad regime or those whom the Syrian government describes as “remnants of the regime,” targeting government security personnel.
In March, the Syrian president for the transitional phase, Ahmed al-Sharaa, issued a decision to form a high committee to maintain civil peace in Syria, composed of Hassan Soufan, Dr. Anas Ayrout, and Dr. Khaled al-Ahmad. The committee is tasked with three main missions:

Promoting national unity during this critical phase.A member of the Civil Peace Committee, Dr. Anas Ayrout, said in a previous interview with Enab Baladi that the main goal of the committee’s work is to provide moral support through solidifying security among individuals in the community across different sects and religions, and to provide material support through relief to meet the needs of the needy, citing a quote from the Quran: “He fed them in hunger and secured them from fear.”
He added that the tools for civil peace are many, with one of the most important being the establishment of communication channels and platforms among various segments of society, opening the door for dialogue through seminars or social councils, and intensifying meetings, as they can effectively close gaps in understanding and repair misunderstandings.
He noted the coordination of dignitaries with government entities, according to official announcements, especially regarding the handover of weapons and limiting them to the state.
