It says the scorecard will rate products on a “clear and intuitive” eight-stage scale, from “AA” to “G”.
The goal is to boost demand for low-carbon cement and concrete.
The score for cement is based on kilograms of embodied carbon dioxide equivalent per tonne (KgCO2e/t). For concrete, it’s kilograms per cubic metre (KgCO2e/m3).
The score is expressed as “Global Warming Potential” (GWP), calculated according to Environmental Product Declarations (EPDs) standards.
Definitions for “low carbon” and “near zero” carbon emissions came from the cement production definitions of the International Energy Agency and the GCCA 2050 Cement and Concrete Industry Roadmap for Net Zero Concrete.
The system is designed to be used with EPDs, which are third-party verified.

“Cement and concrete are the foundations of modern life, from the buildings we live and work in, to the roads we travel, and the infrastructure that supports clean water and green energy,” said GCCA chief executive Thomas Guillot.
“As global demand for sustainable construction grows, the need for greater transparency around the carbon footprint of construction materials is more critical than ever.”
He said the new system would “empower the entire value chain to accelerate decarbonisation”.
Riccardo Savigliano, head of energy and decarbonisation at the UN Industrial Development Organisation, said: “This is a huge step forward towards harmonising global definitions for low emission cement and concrete in the support of decarbonisation.”
Marlène Dance, sustainable design expert at Bouygues Bâtiment International, said: “We believe a globally consistent carbon rating system adopted by all countries and used by all concrete suppliers would be a game changer.”
