"The disruption of learning that has plagued campuses in recent years is unacceptable. The harassment of Jewish students is intolerable. It is time for elite universities to take the problem seriously and commit to meaningful change if they wish to continue receiving taxpayer support," it added.

Harvard's decision to defy the administration is notable within the context of similar pressures faced by other universities. Many institutions have complied with government requests to avoid funding cuts; however, Harvard opted for a legal stance against what it perceived as infringement on First Amendment rights .
