USA Swimming Releases Coach and Athlete Selection Procedure for 2025 World University Games

USA Swimming announced the selection criteria for the 2025 World University Games yesterday for athletes and coaches. The World University Games are one of three major World level meets happening this summer. The meet will swim from July 17-23, 2025 and it cannot include any athletes or coaches who are selected for the 2025 World Championships Team.

    Athlete Selection

    The athlete selection criteria didn’t have any major surprises. Just like Worlds, the U.S. National Championships from June 3-7, 2025 will be the qualifying meet for the University Games.

    The World University Games have a few unique selection criteria in order for athletes to be eligible:

    Athletes must be between 18 and 25 as of December 31. 2025 Athletes “must be officially registered as proceeding towards a degree or diploma at a university of similar institute or be a former student of the institutions who have obtained their academic degree or diploma in the calendar year preceding the event.” Are not selected to the World Championships Team

    Once athletes meet the above rules, USA Swimming has organized three priority orders for roster selection:

    Priority #1. The first priority includes (i) the two best finishing Available Swimmers based on finish order from the Finals in each of the 100-meter and 200-meter Freestyles, and (ii) the best finishing Available Swimmer based on finish order from the Finals in each of the Individual Olympic Events other than the 100-meter and 200-meter Freestyle. Priority #2. The second priority includes the second-best finishing Available Swimmer based on finish order from the Finals in each of the Individual Olympic Events other than the 100-meter and 200-meter Freestyle. Priority #3. The third priority includes the third best finishing Available Swimmer based on finish order from the Finals in the 100-meter Freestyle.

    Each nation is limited to 20 male and 20 female swimmers who will be added in order of the above priorities. The priority two swimmers will be added according to the athlete’s percentage under the AQUA ‘A’ time. For example, if the 2nd place swimmer in the women’s 100 breaststroke is further under the ‘A’ time than the 2nd place swimmer in the women’s 400 IM, the 100 breaststroker will have priority.

    USA Swimming also outlined the selection process for the Non-Olympic Events.

    Opportunity #1 – The first opportunity in an Individual Non-Olympic Event will be given to the Available Swimmer Selected to the Team in Priority #1 in the corresponding Individual Olympic Event. Opportunity #2 – The second opportunity will be given to the Available Swimmer Selected for the Team under Priority #2 in the corresponding Individual Olympic Event. Opportunity #3 – If there are still vacancies after exhausting the above opportunities, all swimmers on the Team will be ranked based on their fastest time in the Individual Non-Olympic Event from March 9, 2024 through and including June 7, 2025 and the fastest swimmers will be given the opportunity to swim the Event.

    The corresponding events will be the 100s of the stroke of the Non-Olympic 50. The winner of the 100 fly will have the first opportunity to swim the 50 fly at the meet and so on.

    When it comes to relay selection, the document outlines that all swimmers at the meet will be eligible for any and all relays at the meet, and the third place swimmers in the 100 freestyle are the only relay-only athletes included in the selection priority at 3rd.

    Coach Selection

    USA Swimming also released the selection framework for the coaching staff for the meet. Same as the athlete selection, coaches who are selected to the World Championship Team are not eligible to coach at the University Games.

    Two 10-Year Athlete members of either the USA Swimming Athletes’ Advisory Council (“AAC”) or the Board of Directors, as appointed by the AAC USA Swimming’s President & CEO Managing Director, National Team National Team Steering Committee Chair

    Two of the four spots on this committee are currently unfilled with permanent members while USA Swimming continues to search for a new CEO and a new National Team Director.

    There is a long list of things that are being considered when it comes to coach selection criteria, which are listed in “no particular order”:

    An Available Coach’s experience in coaching at international competitions, with emphasis on meets in the past four years, and consideration of that Available Coach’s potential role at the meet (e.g., head coach, assistant coach, personal coach, etc.) The number of athletes that an Available Coach has placed on the Team The number of athletes that an Available Coach has placed on past international USA Swimming teams, considering the caliber of the meet (e.g., Olympic Games, Pan American Games, World Championships, World Junior Championships, etc.) Performances by athletes who are under the direction of the Available Coach at the Qualifying Competition. Past performances by an Available Coach’s athletes at prior selection meets when under the direction of the Available Coach and international competitions, with emphasis on performances in the past four years The number of years of experience that an Available Coach has as a college coach, club coach, etc. and whether they have served as the head coach of any of those teams The need to diversify the coaching staff with coaches of different backgrounds, experiences, and tenures, as well as ensuring that the coaching staff has representation from a variety of different schools, clubs, and geographic regions An Available Coach’s technical and tactical knowledge of swimming, including knowledge and understanding of World Aquatics rules and regulations An Available Coach’s administrative, communication and organizational capabilities/skills Positive feedback regarding the Available Coach from athletes, coaches, and staff from prior international trips An Available Coach’s proven ability to establish harmonious and respectful relationships with athletes, other coaches, and Team personnel An Available Coach’s ability to handle high-pressure, stressful situations, and to maintain a composed, professional demeanor An Available Coach’s track record in promoting and growing Team culture and creating a collegial but competitive atmosphere for the athletes Any conflicts of interest of an Available Coach, including the need to have neutral voices in relay selection An Available Coach’s scheduling conflicts

    This selection framework for coaches is a new thing USA Swimming is putting out this year, after they have historically used an internal selection for non-Olympic events. This is part of a push for more transparency to the selection process that comes after the American Swim Coaches’ Association wrote a letter last year requesting this.

    The World University Games coaching framework includes an application that must be completed before May 23, 2025.

    The only question on the application (besides name, email address, and phone number) is “Did you complete an application to serve on the staff of the 2025 World Aquatic Championships?”

    The World Championships application is more intense than the World University one, featuring a variety of open-ended questions about the coaches mission for Team USA including things like:

    As Head Coach or Assistant Coach on staff, what are your top three priorities for Team USA? How will you establish positive relationships with your fellow coaches and staff on this trip? How will you establish positive relationships with athletes on this trip? How will you promote team culture on this trip? How will you support the physical and mental health of athletes on this trip?
