Development plans to “strengthen the heart of downtown Greeley” could mean a new Greeley-Evans School District 6 administrative building.
Representatives from Greeley-based Richmark Development presented the vision of a combined campus between the school district, the city of Greeley and Weld County at the Greeley-Evans District 6 Board of Education’s work session Monday.
The campus would address the needs of all three entities, which all require new facilities, according to Stephanie Van Dyken, Richmark’s vice president of land development.
The team’s initial concept envisions the new buildings co-existing with restaurants, coffee shops, breweries and retail stores in spaces downtown — similar to formats like the Dairy Block in Denver or Music Lane in Austin.
“We don’t want to replicate any of these projects but we do have …the space,” Van Dyken said. “Can we create our own unique Weld County destination here with all of these partners?”
Under the potential partnership between Richmark Development and the three agencies, the school district eyes a new administrative building between 65,000 and 75,000 square feet on 9th Avenue, just across the street from the current facility at 1025 9th Ave. Superintendent Deirdre Pilch said the new structure would offer more usable space, bringing the District 6 Family Center, command center, administrative offices and the board room together under one roof.

(Courtesy/Richmark Development)No matter how the plan plays out, the board will need to decide between following through with a replacement admin building or making significant improvements to the current building, Pilch said. The latter would include tackling issues related to heating, ventilation and air conditioning, asbestos and the elevators as well as damage from flooding last spring. Pilch estimated at least $1 million goes toward addressing these problems in the building every year.
In addition to the up-in-the-air development proposal, the school district has room — 80 acres — to build administrative facilities on the Tointon Academy of Pre-Engineering campus However, Pilch said staying downtown remains a preference because it keeps services more centralized for families and staff.
“We see us as a vital part of downtown,” she added.
As the district remains in conversation with all the parties, Pilch foresees having a new, state-of-the-art facility in the middle of a vibrant downtown scene will draw more families into the community and school district, ultimately improving employee retention and recruitment.
“I think improving downtown only benefits District 6,” she said. “You build it, and they will come.”
Weld County, city of Greeley
Weld County’s growth will bring in several new judges in five to seven years, with at least two new judges coming in the next year, according to BizWest. Weld’s current judicial center only has room for one more judge.
In search of more space, the county has been examining building a new justice center 2 miles north on O Street. Richmark’s proposed combined campus would keep Weld downtown for a lower price tag. The proposed campus would also move City Hall into a new building spanning 80,000 to 90,000 square feet, with areas for future growth for both government entities.
The city of Greeley has released a “letter of intent” to participate in Richmark Development’s plan, Pilch said. The District 6 board may consider following in the city’s footsteps later down the road.
Additional downtown needs include structured parking, housing, expanded food and beverage options, lodging and more private ownership, according to Van Dyken.
Richmark’s combined campus costs would range from $209.5 million to $234.9 million, according to BizWest.

(Courtesy/Richmark Development)If all three parties agree, the Richmark Development plan would have a new 20,000-square-foot justice center built in three years, phasing the other moves for the school district and the city around that in a shared development, BizWest reported. District 6 would maintain services at the current facility during the new building’s construction to avoid temporary relocations and multiple moves, Van Dyken said.
“We want to really work on the great momentum that’s been building,” she added. “District 6 has been doing some really wonderful, wonderful things lately and we want to facilitate that. We want to promote that.”
Richmark’s team anticipates construction may temporarily inconvenience traffic flow but will improve the economy of downtown businesses due to crews being in the area to get food and shop. Van Dyken also said having the county, city and school district employees in one place will only boost any businesses that move into the combined campus.
The overall project aims to create a welcoming and inclusive hub for the community with a mix of programs that offer an 18-hour, seven-days-per-week experience, state-of-the-art civic facilities, an urban feel that still honors the historic downtown and more, Van Dyken said.
“It’s a once-in-a-100-year project where we can all come together,” Board President Michael Mathews said. “As the school district goes, so goes the city. But the reverse is also true.”
