A body found under the Noyo Bridge last month has been positively identified as the remains of a missing Fort Bragg teenager, the Mendocino County Sheriff’s Office reported.
Deputies had responded to the South Jetty of the mouth of the Noyo River, underneath the Noyo River Bridge, in Fort Bragg on Dec. 23, 2024, after a witness reported finding what they believed to be human remains around 8:15 a.m.
Soon after the discovery, Fort Bragg Police Chief Neil Cervenka said in a video posted to Facebook that “while the remains were in a state that made them unidentifiable, the clothing and jewelry on them were similar to that of Roy Mora, who has been missing since Dec. 7.”
Cervenka said the last confirmed sighting of 15-year-old Naomi L. “Roy” Mora had been two weeks earlier on Dec. 7 “at approximately 8 p.m., when, on video surveillance, he is seen walking south on the east side of the Noyo Bridge. Since that time, there have been no confirmed sightings, and there has been no further video surveillance of Roy.”
In addition, the FBPD reported that Mora’s cell phone was found on the bridge the night of Dec. 7, and “the individual who found the phone entered the bridge from the north (almost three hours) after Roy last appeared on video walking across the bridge. The review of surveillance footage confirmed Roy was walking alone when he left the view of surveillance cameras,” and Cervenka adds that “video surveillance also confirms that there was no one on the east side of the bridge for over 30 minutes when Roy was last seen.
“There is no evidence of foul play,” Cervenka continued, stating that his “entire police department is devastated and is grieving with our community. Our entire staff has been working continuously to find Roy, and through that, have come to know him. Our thoughts are with Roy’s family and friends, (and) we ask for patience and kindness for them during this time.”
He also explained that pictures of the personal items found with the remains were “shown to Roy’s mother, who confirmed that they were similar to the items worn by Roy the night he went missing,” but that the remains would need to be “positively identified through DNA, which could take several weeks, and is being completed by the Mendocino County Medical Examiner’s Office.”
In a press release this week, the MCSO explained that it had “conducted a coroner’s investigation into the remains recovered from the South Jetty of the Noyo River to include efforts to positively identify the decedent, (who) was taken for an autopsy examination and dental records were obtained for the missing person reported to the Fort Bragg Police Department.”
On Dec. 31, 2024, the MCSO reports that “a dentist working with the Sonoma County Coroner’s Office was able to compare the dental records from the missing person and the decedent from this investigation was positively identified as Mora. Sheriff’s Office personnel were able to contact Mora’s legal next-of-kin on 01-07-2025 and notify them that the human remains recovered during this investigation were positively identified as Mora.”
As for how Mora died, the MCSO states that “the official cause and manner of death for this coroner’s investigation are still pending the full postmortem examination report and will not be released until the autopsy report is finalized, which can take multiple months.”
