The White House also issued a statement following Carter’s death. In it, President Joe Biden said that he would be “ordering an official state funeral to be held in Washington D.C. for James Earl Carter, Jr., 39th President of the United States, 76th Governor of Georgia, Lieutenant of the United States Navy, graduate of the United States Naval Academy, and favorite son of Plains, Georgia, who gave his full life in service to God and country.”
What is a state funeral?
According to the Joint Task Force-National Capital Region, a state funeral is a “national tribute which is traditionally reserved for a head of state. The United States conducts state funerals on behalf of all persons who hold, or have held, the office of president as well as a president-elect and other persons designated by the president.”
A state funeral will usually last from seven to 10 days and consists of three stages. The first stage will include ceremonies within the state in which Carter was in residence. The second stage includes ceremonies within Washington, D.C. and the third stage will include ceremonies in the state in which the individual has chosen to be interred.
Jimmy Carter has long planned to be buried alongside his late wife of 77 years, Rosalynn Carter, at the Georgia home they shared for decades.
In a 2006 C-SPAN2 interview, Carter said, “Plains is special to us. I could be buried in Arlington Cemetery or wherever I want, but my wife was born here and I was born here. Plains is where our hearts have always been.”

Why did they return to Plains? “There was never any doubt in my mind that we’d return here,” Carter previously told Parade. “It’s really an extension of my family. When Rosalynn and I were married, we were kin to almost everybody in Plains. We both have our roots here back to the settlers born in the 1700s.”
