Western state  offer $30,000 homebuyer grants exclusively to migrants has sparked significant debate regarding the implications of such policies on social equity and citizenship. The program aims to assist individuals who have recently relocated to the United States, presumably as part of efforts to bolster diversity and stimulate local economies through increased homeownership. However, the exclusion of U.S. citizens from this financial assistance raises critical questions about fairness and the prioritization of resources in public policy.

Proponents of the grant program argue that it addresses systemic barriers faced by migrants in accessing housing markets. They contend that these individuals often encounter unique challenges, including limited credit histories and lower income levels, which can hinder their ability to secure loans or afford down payments. By providing financial assistance tailored specifically for migrants, supporters believe that the state is not only promoting inclusivity but also fostering community development in areas with significant immigrant populations.

Hacienda Community Development Corporation, based in Portland, has launched an initiative to provide $30,000 in down payment assistance to first-time homebuyers who are non-U.S. citizens. The program specifically targets individuals such as DACA recipients, asylum seekers, refugees, and green card holders. Screenshots shared by Oregon Citizen, a local journalism group, show that Hacienda CDC will be distributing 21 of these $30,000 grants to eligible non-citizens.

    According to the information revealed, the funding for this program comes from Oregon’s Economic Equity Investment Program (EEIP), which allocated $15 million to various organizations, including a $692,775 grant to Hacienda CDC. The organization states that the program involves close collaboration with financial coaches and HUD-certified housing counselors to guide participants through the entire home-buying process. The program also offers mortgage readiness and financial fitness workshops, along with other forms of assistance to ensure successful homeownership.

    Republican Oregon state Rep. Ed Diehl called the effort “state-sponsored discrimination” and noted that he is “appalled that the hard-earned, limited tax dollars of Oregonians are being used to prioritize home ownership for certain non-US citizens,” according to the Daily Caller.

    Since January, the Mexican government has stepped up efforts to stop mostly South and Central American migrants traveling through its country on their way to the US.

    Pressured by the Biden Administration, Mexican officials have set up checkpoints to find migrants on northbound buses and trains and return them to the Mexico-Guatemala international boundary.

    In June, the White House announced changes how migrants could seek asylum at the border.
