Dr. Henry C. McKoy, Jr. is a seasoned professional in business, community and economic development, policy, government, finance, energy, philanthropy and the academic worlds. He held two Senior Presidential appointments in the administration of President Joseph Biden from 2022-2025 following a distinguished career in finance, investing, business, higher education, and public service. Dr. McKoy served as the founding Director of the U.S. Office of State and Community Energy Programs (2022-2024) at the United States Department of Energy where his team managed 28 programs totaling $16 billion in funding, investing in all 50 states, 5 U.S. territories, and Washington, DC, while touching 250 million Americans. He was later appointed as Senior Advisor to the Undersecretary of the U.S. Office of Science and Innovation (2024-2025), the office responsible for providing the foundational funding and knowledge for new technologies, businesses, and industries, making significant contributions to America’s economy, national security, and quality of life. Prior to the Department of Energy, Dr. McKoy served on the faculty at North Carolina Central University School of Business where he led the entrepreneurship program, with additional academic appointments at Duke University, the University of North Carolina at Chapel Hill, and Harvard University.Dr. McKoy is a former senior banking executive, successful entrepreneur, and former Assistant Secretary of the North Carolina Department of Commerce. Dr. McKoy has been a Fellow of the Kenan Institute of Private Enterprise at UNC-Chapel Hill, an affiliated faculty of the Samuel DuBois Cook Center on Social Equity at Duke, as well as an Aspen Institute Scholar. Dr. McKoy holds degrees from UNC-Chapel Hill’s Kenan-Flagler Business School (B.S.), Duke’s Nicholas School of the Environment (M.S.), and UNC-Chapel Hill’s Department of City and Regional Planning (PhD).Randy Voller
