New affordable housing community links homes to healthcare, support services in National City ...Middle East

A major milestone in affordable housing and community planning was recently celebrated with the opening of Kimball Highland Apartments, a 145-unit development in National City designed to connect residents with healthcare and community resources in an intentionally intergenerational setting.

Developed by San Diego-based nonprofit Community HousingWorks, the apartments are the cornerstone of the Kimball Highland Master Plan, a public-private partnership that includes affordable housing, a senior center and an adjacent healthcare facility led by San Ysidro Health.

“At CHW our aim is two-fold,” CHW President and CEO Sean Spear said. “We not only build beautiful, energy efficient communities, but we also create true communities where our residents can build a future for themselves and their children.”

The two-building, 191,371-square-foot community includes studios to three-bedroom apartments for residents earning between 30% and 70% of the area median income, with rents ranging from approximately $723 to $2,508. The complex also features an 8,000-square-foot senior center to be operated by National City.

Nancy Lopez, a mother of four and new resident who cut the ribbon at the opening celebration, shared how the new housing has changed her life. Lopez and her children had been living with her sister in her sister’s one-bedroom apartment along with her sister’s three children, according to CHW.

“My 15-year-old is relieved to have her own space and the kids are more comfortable. School grades are better. My job, my children’s school and stores and family are close. Thank you for giving me the apartment I never thought I’d have,” Lopez said.

The San Diego Housing Federation has nominated the development for its prestigious Ruby Award in the “Project of the Year – New Construction” category.

Partners in the project include National City, Bank of America and the California Housing Finance Agency. The development team included Sun Country Builders, Studio E Architects, Excel Engineering and Schmidt Design Group.

“This development is a model of public-private partnerships in action,” said Mark Kremers, Bank of America San Diego president. “It will have a transformative impact on the region.”
