Our rickety election system strikes again: Avoidable human error by New York City’s Board of Elections has sown confusion in the city’s mayoral primary. Board staff on Tuesday added some 135,000 dummy ballots used to test the system to a preliminary ranked-choice voting tally of real ballots — and only caught the discrepancy hours after analysts had pored over the errant results for hours.
