For the second time in two years, Congress is pushing to declare Juneteenth, a poignant but minor event in African-American history, a federal holiday. The proposal is based on a misreading of the history of slavery, the United States and Black achievement. The good news is that the legislature can salvage the spirit of the initiative by changing its focus to commemorate the passage of the 13th Amendment to the Constitution, a truly consequential historical accomplishment.
