If you had $1.7 billion to spend on affordable housing, here’s what you would not do: Give it to private, for-profit developers as a tax break. Let them use 80% of it on market-rate housing. Require no units cheap enough to help homeless New Yorkers get off the streets. In most of the city, require no below-market rate units at all. Allow thousands of landlords to cheat on even these basic rules. Repeat annually for 35 years.
