Damascus governor discusses issues related to Decree “66”

The Governor of Damascus, Maher Marwan, discussed the issues related to Legislative Decree “66” of 2012 and its amendments, particularly concerning the projects “Marota City” and “Basilia City.”

On Wednesday, June 18, a meeting was held at the governorate of Damascus building, bringing together the governor with dignitaries and representatives of the residents of the Mezzeh neighborhood and the zoning area.

    The discussion focused, according to what was published by the Damascus governorate on its platforms, on issues of property regularization, alternative housing, rent compensation, and expediting the implementation of infrastructure.

    Marwan directed the formation of technical and legal committees in cooperation with the local community to address pending issues, ensuring justice and the restoration of rights.

    The governor of Damascus announced the formation of a joint committee with the Ministry of Public Works and Housing to propose amendments to decisions “112” of 2015 and “1249” of 2018.

    The governorate stated that this meeting reflects the leadership’s commitment to listening to the citizens’ demands and working transparently to achieve them, representing practical steps to address the demands of those affected and expedite the implementation of the vital project.

    It confirmed its commitment to restoring rights within legal frameworks and transforming challenges into equitable developmental opportunities for building the future of Syria.

    The governor of Damascus had visited the Decree “66” Directorate on April 13, 2025, and emphasized the governorate’s desire to complete the project and remove obstacles for contractors and investors, considering the legitimate demands of the local community even if it comes at the expense of the governorate.

    This meeting followed several attempts by residents affected by Decree “66,” which continued until the last protest held in June.

    Before the protest, the “Abolish Decree 66” association was established, which called for the protest and included rightful owners from the areas affected by forced displacements and property seizure under the decree and the areas created through it, namely “Marota City” and “Basilia City.”

    According to its founding statement, the association aims to abolish this decree and its outcomes, recover the property rights of its owners, and demand accountability for those responsible for these violations through legal, media, and popular tools.

    The procedures for joining the association included signing a “Charter of Honor,” consisting of three pages, which includes demands and legal and constitutional legitimacy on which it is based, in addition to the fundamental principles of the demands.
