Shanghai group to put a wind-powered data centre under the sea
A group of state and private sector partners in China launched a project to build an offshore wind-powered data centre under the sea off Shanghai on Tuesday.

The idea is to take advantage of cooler ocean temperatures, proximity to big cities, and offshore wind power.

The Lingang Submarine Data Centre project has a fund of just under $222.5m (1.6 billion yuan) to develop a 24MW underwater data centre off the coast of Lingang New Area, which lies south of Shanghai’s Pudong Airport on the southern bank of the Yangtze River Delta.

    Signing the project cooperation agreement were the Lingang New Area Management Committee, Lingang Investment Holding Group, and Shanghai Hailan Cloud Technology Co.

    Starting small

    The latter, an IT services firm, will move its headquarters from Shenzhen to Lingang New Area for the project, and rebrand as HiCloud Technology.

    HiCloud said the project would develop in two phases, with a pilot phase consisting of a smaller, 2.3MW data centre powered 97% by wind.

    No timescales were given.

    Not quite a new idea

    Microsoft piloted the idea of subsea data processing starting in 2014 with its “Project Natick” programme, submerging single prototype capsules off the coast of California in 2015 and near the island of Orkney in northeast Scotland in 2018 for testing and analysis.

    Putting them under water would save energy needed to cool the units, the company said.

    It would also allow them to be sited close to big, coastal cities, and to take advantage of offshore wind power.

    The project is reported to be no longer active.

    ‘Innovative development ecology’

    At the Lingang project launch on Tuesday, HiCloud signed agreements with Shenergy, Shanghai Telecom, CCCC Third Harbor Engineering, Biren Technology, and Linke Zhihua.

    Chen Jinshan, secretary of the Lingang New Area Party Working Committee and director of its management committee, urged project partners to “gather cooperation forces, and jointly build an innovative development ecology”.
