Berhampur: Samir Kumar Mishra, the former Panchayat Executive Officer (PEO) of Keluapalli Gram Panchayat (GP) under Rangeilunda block, was arrested by Golanthara Police Station on charges of misappropriating approximately Rs 1.37 crore in government funds.
Mishra’s fraudulent activities came under police investigations following a complainant lodged by Biswajit Ray, Block Development Officer (BDO), Rangeilunda block.
Mishra (29), son of the late Bibhu Prasad Mishra from Gangapur village, Aska, Ganjam district, allegedly forged the Sarpanch’s signature on cheque books to siphon off funds from a joint account at Union Bank, Tulu, over the past year.
As the custodian of cheque books, cash books, and other financial documents since 2019, Mishra was responsible for managing the GP’s financial transactions with the Sarpanch’s approval. However, he exploited his position to withdraw the substantial amount for personal gain.
During the investigation, police uncovered that Mishra had also fabricated passbooks, which he handed over to the current PEO, Susanta Kumar Pattanik. Additionally, during the 2023-24 annual audit, he presented fake passbooks to conceal the fraud. The misappropriated funds, meant for developmental works in Keluapalli GP, were diverted for his personal use, informed Berhampur SP Dr. Saravana Vivek M.
The police seized one iPhone, one Android mobile phone, and an ATM card in Mishra’s name. He was arrested and forwarded to court on May 25, 2025. The investigation is ongoing, the SP added.
