DUBLIN — A taxi driver who is known for waiting outside Santa Rita Jail for people who’ve been released has been arrested, twice, for allegedly raping one woman and offering a ride-for-sex to another, authorities said.
Gulagha Khalili, 64, was arrested on March 24 on suspicion of raping a woman he met minutes after she was released from jail the day before. A week after his arrest, Khalili allegedly returned to the Dublin jail and urged a woman to do sexual “favors” for a ride, authorities say.
Khalili has not been charged in either instance, pending more investigation, but Alameda County Sheriff’s employees have been keeping an eye out for him outside the jail. Investigators say he was a recognizable face to staff at the jail, known for waiting outside the lobby where men and women are released.
Investigators say both women came forward and reached out to police, resulting in Khalili’s arrest in both instances. In the first case, a woman told police she got into Khalili’s cab, believing him to be a jail-employed staffer. She said he offered her a ride to a nearby gas station, where he revealed he had marijuana, according to authorities.
Authorities say the woman agreed to give Khalili oral sex for a ride, and they went to a hotel in Pleasanton. But when the woman objected to something that happened during their encounter, Khalili allegedly forcibly grabbed her, sexually assaulted her, then raped her, the woman reportedly told investigators.
During the encounter, Khalili represented that he could have the woman returned to jail if she angered him, authorities allege.
On March 24, Khalili was booked into Santa Rita Jail on suspicion of rape and forcible oral copulation, records show. He was released after prosecutors told Pleasanton police to do more investigative work.
Then, on April 1, another woman who had just been released from jail came back into the lobby to report Khalili. She allegedly told investigators that when she told him that she told him he couldn’t pay for a ride, he told her, “other girls do,” and when she asked for clarification, he told her, “you know, favors.” She took this to mean he was soliciting sex and fled to the nearest law enforcement officer, authorities said.
Based on the woman’s identification of Khalili, police obtained a warrant to arrest him. They found him on April 15, once again parked outside the jail, according to court records.
Khalili has since been released from jail again. Both the Alameda County Sheriff’s Office and Pleasanton police are continuing their investigations.
