The Syrian Insurance Supervisory Commission (SISC) has announced the resumption of health insurance services for employees in various sectors.
The SISC stated through its official Facebook page today, Tuesday, April 22, that the provision of health insurance services, which had been suspended for the economic and administrative sectors (state employees), has resumed.
The resumption includes all health insurance services for administrative, economic, and private sectors.
It added that payment of dues to all medical service providers can begin.
The SISC is a governmental body established under a presidential decree in 2004, as a fundamental phase to prepare and build a market for insurance and regulate it, according to what was stated on its official website.
The SISC had previously resumed providing health insurance services in the private sector, in addition to medical services for chronic medications, emergency and cardiac hospital admissions, childbirth, and cancer treatment for the public sector at the Syrian General Insurance Institution, on March 6 of last month.
A segment of Syrians relies on health insurance to purchase medications, as it lowers the prices of medicines and treatments for chronic diseases, in exchange for taxes deducted from the employee’s monthly salary.
Insurance offers the insured various medical care benefits and related expenses, according to the agreed coverage scope, and is available in two forms:
Individual Health Insurance: granted to individuals and their families under separate contracts. Group Health Insurance: granted to employees of institutions, authorities, companies, and unions under a single group contract. In May 2024, just months before the fall of the Assad regime, the annual report of the previous regime’s Insurance Supervisory Commission revealed that the percentage of those insured health-wise among Syrians in various sectors did not exceed 5% during 2023.
The SISC’s report, cited by the local Al-Watan newspaper, attributed the main reason to the inflation of insurance values for companies.
It added that the total number of those insured health-wise in 2023 was about 927,000, while the percentage of beneficiaries reached 64% of the total insured.
It clarified that the percentage of those insured health-wise does not exceed 5% of Syrian citizens, and there is still room to expand the insurance umbrella, especially in the private sector primarily.
The insured segment varies between the public and private sectors, along with individuals who chose to enter the insurance system through insurance companies directly, and part of the insured through care funds.
