The Ministry of Communications and Technology in Syria has issued a decision to abolish all licensing systems, permits, and fees previously imposed on providing services through electronic applications.
The decision, which was issued today, Wednesday, April 16, states that the principle of notification will be adopted instead of licensing, by merely informing the National Authority for Information Technology Services about the application after completing commercial registration, without the need for any prior approvals.
The decision includes allowing the hosting of applications outside the country, except for those excluded for national security reasons, and prohibits access to the data of these applications or their control panels except by court order, based on the emphasis on protecting user privacy.
The Director of the National Authority for Information Technology Services, Shahada al-Ibrahim, confirmed the authority’s readiness to provide all facilities that meet the needs of entrepreneurs and startups, enabling them to launch under the new system.
Al-Ibrahim pointed out that this decision marks a new beginning for tech entrepreneurship and digital transformation in Syria, and it is essential to support entrepreneurs and assist them in overcoming the challenges of the establishment phase, in pursuit of providing applications that benefit Syrians in various areas of life.
The Syrian Minister of Communications, Abdulsalam Haykal, emphasized that the ministry will continue its efforts to support and enhance digital transformation while improving the digital infrastructure to keep pace with global developments and serve citizens’ aspirations.
The minister indicated that the ministry will work on creating a developed telecommunications infrastructure that covers all areas of Syria, contributing to enhancing communication and developing the services provided.
He also stressed the importance of building capabilities and human resources, with a focus on benefiting from Syrian talents abroad, and collaborating with the private sector to support entrepreneurship and stimulate investments in the telecommunications sector.
In February, the Ministry of Communications announced the granting of licenses to five new companies to provide internet services, with plans to grant 20 additional licenses in the coming weeks.
The Ministry of Communications stated that this step aims to expedite investment processes and improve the telecommunications sector, while licensing previously took more than a year during the time of the ousted Assad regime.
The Regulatory Authority for Communications and Postal Services in Syria has previously called on the private sector to invest in securing internet services in remote areas using wireless communication networks at a frequency of 5 GHz.
The ministry also urged companies providing internet services without a license to refer to the regulatory authority to complete the legal procedures, aiming to ensure the continuity of their operations and avoid accountability.
