Al-Sharaa extends work of investigation committee into coastal events

The Syrian transitional president, Ahmed al-Sharaa, issued a decision to extend the work of the fact-finding committee investigating the coastal events in Syria two days after the expiration of the period allocated for it to complete its mission.

On Thursday evening, April 10, the official sources of the presidency announced a presidential decision extending the committee’s work for another three months.

The presidency’s account on “X” stated that the extension of the committee’s work came after reviewing the preliminary report prepared by the committee during its activities in the affected areas of the Syrian coast.

The committee was formed following violent events that occurred in the coastal cities of western Syria, specifically in Tartus and Latakia, which were ignited by movements of remnants of the previous regime on March 6. The government launched a security campaign to regain control of the area, which included violations affecting civilians.

The decision signed by the president granted the committee an additional period of three months to submit a final report on its activities in the coast, noting that this period is not extendable.

Previously, the spokesperson for the fact-finding committee regarding the Syrian coastal events, Yasser al-Farhan, stated that the committee’s presidential assignment would end on Tuesday, April 8, indicating that it would prepare a “preliminary report” and may request an extension of its work “due to the widening scope of tasks”.

Al-Farhan added in statements to the Saudi Asharq Al-Awsat newspaper that the committee will not announce its conclusions and recommendations until the investigation and inquiry are completed.

He explained that the committee is currently working in Tartus and is moving towards all places where it has been informed of violations.

He confirmed that it “will not announce its results unless it reaches convictions supported by arguments and evidence to substantiate the facts, describe the violations, and identify the suspects, which first requires analyzing all testimonies, examining them, deriving the legal classification of actions, and reaching specific results and recommendations.”

Over time, concerns have arisen regarding the effectiveness of the investigations conducted by the committee, as a human rights organization expressed concerns about the committee’s ability to investigate independently and impartially.

The Syrians for Truth and Justice (STJ) organization stated on February 8 that the committee was not formed by an independent legislative body or a high judicial authority but by the presidency.

It considered that this undermines the nominal independence upon which the committee was established.

The Syrian transitional president, Ahmed al-Sharaa, formed the committee on March 9 to investigate the coastal events, their causes, and the casualties they caused among the Syrian public security personnel, as well as the violations against civilians.

The committee consists of five judges, a lawyer, and an officer, and it is required to submit its report to the presidency within a maximum period of 30 days from the date of the decision’s issuance.

The committee includes judges Hanadi Abu Arab, Jumaa al-Dubais al-Anzi, Khaled Adwan al-Halou, Ali al-Nassan, and Alaa al-Din Youssef Latif, along with Colonel Awad Ahmed al-Ali and lawyer Yasser al-Farhan.
