Human rights report documents 117 cases of arbitrary detention in Syria

The Syrian Network for Human Rights (SNHR) reported that at least 117 cases of arbitrary detention occurred in Syria during last March, carried out by various parties.

The report, which was released on Thursday, April 10, covers 17 pages and emphasizes the “urgent need” for legal regulations to end the era of arbitrary detention and enforced disappearances, ensuring individuals’ basic rights amidst the political and military transformations resulting from the fall of the Assad regime on December 8, 2024.

    The report reviewed the results of arbitrary detention operations and releases from detention centers, highlighting the 117 cases of arbitrary detention in March, including seven children.

    The SNHR noted that 11 detainees reported in the report were arrested by the Damascus transitional government, and 13 others by all factions of the armed opposition (the Syrian National Army) previously, in addition to 93 cases of detention, among them seven children, by the Syrian Democratic Forces (SDF).

    A geographical analysis revealed that Aleppo and Deir Ezzor governorates recorded the highest number of arbitrary detention cases, followed by Raqqa, then al-Hasakah, and then Damascus.

    The report compared the number of detentions that exceeded the number of releases in SDF detention centers, attributing this to detention operations targeting civilians who criticized SDF practices in the areas under their control and supported the transitional Syrian government.

    For its part, the Damascus transitional government detained 87 individuals on charges related to human rights violations during the tenure of the ousted Assad regime, and individuals involved in attacks carried out by armed groups outside the state’s framework linked to the regime against government sites in Tartus and Latakia.

    The SNHR also documented arrests carried out by the internal security forces affiliated with the Syrian government targeting several individuals accused of involvement in criminal cases, who were released hours after their detention.

    These arrests were concentrated in the As-Suwayda governorate. The report also recorded instances of detention targeting individuals accused of public eating during Ramadan, mainly occurring in Hama city.

    Additionally, the government detained many civilians without knowing the reasons, focusing these arrests in Damascus and Daraa governorates. Most of these individuals were released after mediation from local notables.

    In early March, the SNHR documented at least 216 cases of detention in Syria during February.

    A report issued by the SNHR at that time indicated the recording of 123 cases of arbitrary detention, including six children and one woman.

    The SNHR also reported the killing of 222 civilians during February, including 17 children and 37 women, in addition to nine cases of death under torture.

    The report mentioned the occurrence of two massacres due to car bomb explosions, resulting in the death of 25 civilians, including two children and 21 women, in January.

    To this day, the Syrian government has been unable to impose stability on the security situation throughout the Syrian governorates, as the coastal provinces of Syria witness attacks targeting the checkpoints of the Ministries of Defense and Interior by groups linked to the ousted Assad regime.

    These attacks extend to Homs and Hama governorates, but their impact is less severe.
