An ordinance passed by the San Diego County Board of Supervisors will protect tenants from eviction during a state declared emergency or natural disaster.
The ordinance, spearheaded by Supervisor Monica Montgomery Steppe, will prohibit landlords from initiating eviction actions against tenants who are affected by an emergency or natural disaster, such as floods or fires, for at least seven days following the declaration of a local state of emergency.
It will also pause all pending eviction actions in areas affected by the emergency until the emergency is over.
“With natural disasters becoming more frequent in our region, I cannot state enough how imperative it is for us to be prepared with protections for our vulnerable residents,” Montgomery Steppe said.
The new law will apply across San Diego County, including in incorporated cities, if the county’s chief administrative officer determines that an emergency exists in those areas.
The ordinance received bipartisan support and was introduced in response to the January 2024 floods.
The Jan. 2024 storms brought historic amounts of rain to the San Diego region, causing significant flooding that damaged thousands of structures.
The ordinance will go into effect 30 days after April 8, 2025.
