California’s Office of the State Auditor has launched a “comprehensive audit” of all of Mendocino County’s operations and departments, state Sen. Mike McGuire (D – Healdsburg) recently announced.
“All sides agree this action is needed,” Sen. McGuire, who is also Senate President, was quoted as saying in the press release from his office announcing the audit. “The upheaval surrounding administrative operations in Mendocino County is unsustainable and this comprehensive audit of all county departments and accounts will provide some much-needed daylight and help establish a roadmap for long-term stability.”
The release notes that along with “a comprehensive audit of all county operations and departments… examining the organization’s contracts and procurements processes, (there will also be) an audit of the 2024 elections in Mendocino County, when incorrect ballots were mailed to the county’s 52,800 registered voters.”
Last year, soon after the March 5, 2024 ballots were mailed, the Mendocino County Elections office reported that “all (52,800) registered voters in Mendocino County received a Republican ballot for the First Supervisorial District regardless of their party affiliation,” and that even registered Republicans who live in the First District may have received incorrect ballots, as “the Elections Office believes there may be errors in all ballots mailed out.”
At the time, Mendocino County Registrar of Voters Katrina Bartolomie said “the error was caused by a third-party vendor” who was later identified as Integrated Voting Systems, a vendor who was subsequently decertified by the state. When asked for more information regarding the decertification of IVS at the time, staff at the California Secretary of State’s Office provided these details:
“California decertified Integrated Voting Systems, Inc. (IVS) because it failed to adhere to California Election Code 13004(b) (by failing) to directly notify the Secretary of State about a ballot printing issue in Mendocino County. Elections Code requires them to notify the Secretary of State and the affected local elections official in writing within two business days after it discovers any flaw or defect in its ballot card manufactured or finished ballot cards that could adversely affect the future casting or tallying of votes.”
As for the current audit by state officials, McGuire’s office noted that the county of Mendocino “will be working with the Office of the State Auditor over the next several months, (and) we’ll be working with the Board of Supervisors and County leadership to ensure the findings of this audit will be implemented, and provide all involved with the facts and recommendations to make sound decisions going forward.”
“We’re grateful to Sen. McGuire for advancing this state funding for a full and thorough audit of Mendocino County’s operations and accounts,” Mendocino County Board of Supervisors Chair John Haschak was quoted as saying in the release. “We’ll be working hand-in-hand in the coming months to pinpoint any challenges or areas for improvement, and look forward to further strengthening the County’s position moving forward.”
McGuire’s office also explains that “the funding for the state audit was approved as part of the 2024-25 state budget signed by the Governor last year. The State Auditor is required to report their findings to the Legislature by Jan. 1, 2026.”
