Gov. Newsom releases California’s ‘Master Plan’ to support people with developmental disabilities

Governor Gavin Newsom last week announced the release of California’s Master Plan for Developmental Services, which works to better serve those with intellectual and developmental disabilities.

The plan outlines 167 recommendations for improvements to the service system, such as reducing barriers to service access statewide for the growing I/DD community.

    Recommendations are split into six topic areas concerning equity within the systems that serve people with I/DD, people with I/DD making their own life choices, people with I/DD receiving services they need and choose, people with I/DD being part of and served by a strong workforce, accountability and transparency in the systems that serve people with I/DD and informing the future of the developmental services system.

    “California succeeds when ALL communities succeed,” Newsom said. “Our administration has prioritized transparency, accountability and equity in supports that make a difference in the lives of people with disabilities. We are proud to receive this Master Plan from the people who are most impacted by our services and look forward to getting to work.”

    In early 2024, a committee tasked with assembling these recommendations was appointed by the Secretary of California’s Health and Human Services Agency. It consisted of five workgroups, each including a diverse group of individuals with disabilities, family members, advocates, service providers, direct support professionals and representatives from the state’s 21 regional centers.

    Through extensive and diverse input from the community, the governor said the plan captures what Californians with I/DD and their families want to see in employment, education, transportation, health, behavioral health, developmental services and other programs.

    The committee and its workgroups developed the recommendations with public input through a robust year-long process. Additionally, more than 45 listening sessions were held with various communities such as policy experts and advocates to further inform the final recommendations.

    “This would not have been possible without the collaboration of community members committed to making California a place where everyone is valued and can thrive,” Kim Johnson, CalHHS secretary, said.

    “We are deeply grateful for their contributions. These recommendations will inform the future for our state that meets the needs and goals of each person with intellectual and developmental disabilities, their families and the workforce that supports them.”

    Currently, these recommendations will inform policy and the practice of service providers across California. In the meantime, the Department of Developmental Services will reconvene with the MPDS Committee twice yearly to discuss updates on work related to the recommendations. As the MPDS was codified by legislature in 2024, these biannual meetings will inform annual reports required through the next 10 years.
