Larimer County has completed work on the Chimney Hollow Open Space Adaptive Management Plan, a document that will guide the new natural area to its planned opening in 2027 and beyond.
The plan lays out expectations for 10-12 miles of trails, access to a new reservoir, space to picnic and enjoy the outdoors and a connection to the existing Carter Lake Open Space, which will allow visitors to one or the other to enjoy both. It does not, however, include campgrounds or any overnight use of the property.
Located five miles west of Loveland, the open space is 1,847 acres of natural land bordering the new 760-surface-acre reservoir just to the west of Carter Lake, which is a larger reservoir at 1,100 surface acres.

(Larimer County)The management plan has been in the works since early 2024, with its first public meetings on the topic last spring. The county solicited feedback through surveys and in-person meetings, with all of the information going through a Technical Advisory Committee that included key stakeholders such as Northern Water, Colorado Parks and Wildlife, the city of Loveland, and others.
One key attraction of the new open space, and the reservoir that is expected to begin filling soon, is wakeless boating.
According to Larimer County Planning and Natural Resource Specialist Zac Wiebe, a wakeless option was a high priority for county residents looking to canoe, kayak or fish without the disruption of motorized watercraft.
Another major priority, he said, was simply more public trails, something that Chimney Hollow will bring to the area.
“More than anything, people are just excited for these new opportunities,” he said.
Work on filling the reservoir is expected to begin this July, dependent on water availability and snow pack, Wiebe said, along with beginning construction on the new open space’s boat ramp and trail system. That work will continue into next year, which will also, depending on the timing of grants and other financing, include construction on the parking area, other capital projects like picnic areas and restrooms, and more trails.
The area is expected to open to the public in 2027.
