Woman Accused of First-Degree Murder in Death of Man Found Buried in Balboa Park

A woman was behind bars Tuesday in connection with the shooting death of a homeless man whose body was found in a shallow grave last summer in Balboa Park.

Gisela Icys Bowers, 42, arrested last Thursday, is the third person suspected of taking part in the slaying of James Garcia, 43, according to the San Diego Police Department.

    Bowers had previously been in a dating relationship with both Garcia and Jeffrey Michael Jones, the first person arrested in the case, the department said in a news release.

    Her alleged role in Garcia’s death remains unclear, though she was booked on suspicion of first-degree murder. She is being held without bail at Las Colinas women’s jail in Santee.

    Acting on a tip, detectives found Garcia’s body buried on a hillside alongside state Route 163 near Richmond Street on July 25.

    Investigators arrested the suspected shooter, Jones, 41, three days later. An alleged accomplice, Brandon Mario Winegarden, 28, was jailed Sept. 18 on suspicion of being an accessory after the fact.

    Investigators concluded that the victim had been gunned down weeks or months before his death came to light. Winegarden is accused of helping Jones bury the body.

    The three suspects, like Garcia, are all believed to have been homeless.
