La Jolla Incorporation Petition Falls Short; 15-Day Extension Granted

The San Diego Local Agency Formation Commission has determined the petition submitted by the Association for the City of La Jolla to initiate incorporation proceedings has not met the necessary signature threshold.

Some La Jolla residents say they want to secede from San Diego to gain better control over local issues such as road improvements, public safety and project prioritization.

    Supporters believe creating a separate city would allow La Jolla to have a stronger voice in state politics, though the process faces significant challenges, including the requirement for voter approval from both La Jolla and the rest of San Diego.

    Following a review by the San Diego County Registrar of Voters, it was confirmed that the association collected 5,723 valid signatures out of the required 6,750. This leaves the petition 1,027 signatures short of the necessary 25% of registered voters within the proposed boundary, officials said.

    Per LAFCO regulations, the association has been granted a 15-day period to gather the additional signatures needed to reach the threshold. This remedy period will begin Monday and end on Tuesday, April 1.

    Any new signatures must be collected and dated within this timeframe and all collected signatures must be promptly submitted to LAFCO for further validation by the ROV, according to the commission.

    City Council President Joe LaCava who represents District 1 — which stretches from Pacific Beach through Carmel Valley to Pacific Highlands Ranch — noted that his own residence would fall within the proposed boundaries of the new city.

    While acknowledging that cities such as Encinitas and Santee have successfully incorporated in recent years, LaCava pointed out that seceding from an existing city is far more challenging.

    “In the state of California, only one community has successfully detached from another city, and that was Coronado in the 1800s. That speaks to the challenge,” LaCava said last December.
