Boy reportedly kidnapped 7 years ago found in Douglas County; 2 arrested

DENVER (KDVR) — A 14-year-old boy who went missing seven years ago was located in Douglas County, and two people have been arrested on kidnapping charges.

    At 3:37 p.m. on Feb. 23, Douglas County Sheriff's Office deputies were called to a home on Kelliwood Way in Highlands Ranch to investigate a reported burglary in progress. According to the sheriff's office, two people allegedly entered the vacant home that was listed for sale. The homeowner observed suspicious activity on their security cameras and called police.

    When deputies arrived at the home, they found two children in a vehicle parked in the driveway. The two suspects, a man and woman, exited the house and told deputies they were associated with the relator. However, the sheriff's office said their story began to unravel as they worked for four hours to identify the suspects.

    The woman was identified as 40-year-old Rabia Khalid, who had an active warrant for kidnapping. The man was identified as 42-year-old Elliot Blake Bourgeois.

    Following further research, the sheriff's office said detectives identified the 14-year-old child in the vehicle as Aziz, the victim of a kidnapping.

    According to the Douglas County Sheriff's Office, investigators found that on Nov. 27, 2017, Khalid allegedly abducted her son, Aziz, from Atlanta, Georgia. She was a non-custodial parent at the time. Following the reported kidnapping, a warrant was issued for Khalid's arrest and the U.S. Marshals Service began working to locate Khalid and Aziz.

    Aziz and the second child were taken into protective custody and the decision on where to place the children will be made by the court. The sheriff's office said they will not be releasing the identity of the second child at this time.

    Khalid and Bourgeois were booked into the Douglas County Jail on charges of second-degree kidnapping, forgery, identity theft, providing false information to authorities and trespassing. Their bond was set at $1 million each.

    Aziz's family has released a statement following his recovery, "We’re overwhelmed with joy that Aziz has finally been found. We want to thank everyone for their support over the last seven years. We specifically want to recognize the Douglas County Sheriff’s Office for their exceptional work in solving this case. Now, as we navigate the next steps, we ask for privacy so that we can move forward as a family and heal together.”

    The National Center for Missing & Exploited Children also released a statement, "The National Center for Missing & Exploited Children has worked closely with law enforcement and Aziz’s family since his disappearance, always believing he could be found. In family abduction cases, it can be difficult to garner public attention, but we knew that national media coverage was crucial—Aziz could have been anywhere. Thanks to the deputies’ keen instincts and the attention of both law enforcement and the public, Aziz is now safe. We know family reunifications can be challenging. As Aziz and his family reconnect and heal, NCMEC will continue to support them,” said John Bischoff III, vice president, Missing Children Division, NCMEC.
