As it turns out, artists do not get paid for the Super Bowl Halftime Show—at least not by the NFL. The NFL does, however, cover all the production costs of the Super Bowl Halftime Show, so artists won't be in the red if they perform.
The NFL also pays for artists' travel expenses to get to and from (and to stay in) the city hosting the big game.

Second, the Super Bowl Halftime Show is considered a major promotional opportunity, and financially, that typically works out in favor of the artist over time: They'll see a spike in single and album sales, as well as concert tickets, if the show goes well. Last year, Usher saw a 550% boost in Spotify streaming after his halftime performance, with his opening song "Caught Up" surging 2,000%.
