The Pasadena City Council Monday, Feb. 3, approved a plan to scale down the Fuller Theological Seminary master plan.
The council unanimously approved the changes, with Councilmembers Justin Jones and Rick Cole recusing themselves.
In 2006, the city approved a 20-year master plan and development agreement that proposed four phases of residential and academic construction. However, due to an overall decline in enrollment, especially on campus enrollment, there no longer was a need for much of the plan.
Since 2006, the completed development from the plan was the library expansion and other minor projects including parking alterations, landscaping and open space improvements.
The council approved amending the boundaries of the plan to only Fuller owned properties and extended the master plan until 2046. In addition, the council approved cancelling the development agreement set to expire in 2027.
According to the city, the approved master plan forecasts a reduction of on-campus students from 2,014 to 500 and 121 on-site faculty. It also included a reduction of required parking from 450 spaces to 181.
Of the 29 Fuller-owned properties in the plan, 14 are considered non-core and will be subject to the master plan until they are no longer needed for the Fuller campus and are sold or leased to non-Fuller entities. Members of city staff noted that even if the properties are sold or leased they are still subject to the underlying zoning district.
