The Baltimore Orioles have at least one of their needed starting pitchers this offseason (will they add more than one?), and they are once again staying lower-tier and shorter-term.
The team is signing Japanese righty Tomoyuki Sugano to a one-year, $13 million deal, per Jeff Passan:
Right-hander Tomoyuki Sugano and the Baltimore Orioles are in agreement on a one-year, $13 million contract, sources tell ESPN. Sugano, 35, was one of the best pitchers in Japanese baseball this year, posting a 1.67 ERA and walking 16 against 111 strikeouts over 156.2 innings.

But that doesn’t mean he can’t or won’t be effective for the Orioles in 2025, and he has been exceptional in the NPB for a very long time.
The strength of the Orioles will again be the young offensive group, but they’ve gotta get contributions out of the rotation to stay in that 90-95-win tier. Sugano probably doesn’t replace Corbin Burnes, and it remains to be seen how aggressive the O’s will otherwise be this offseason.
It’s hard to say whether there is a broader market impact here, as it’s been an open question whether the Orioles would go after a big-money starting pitcher in any case. So whether Sugano closes a door that was never open, or whether the Orioles are getting him in place so they can be more patient on guys like Burnes or Jack Flaherty, well, your guess is as good as mine.
The Cubs were not rumored to be in on Sugano, and instead are currently involved in trade talks for Jesus Luzardo.
