On the parcel of land at 250 Water St., just inside the western boundary of the South Street Seaport Historic district, there was once a five-story thermometer factory. The climate changed, so to speak, and it and other buildings were long ago demolished. For the past 60 years, the land there has been vacant or a parking lot, currently the largest empty space in any of New York City’s 149 historic districts and extensions.
