Now that the Biden administration has given the green light to begin the final review of congestion pricing plans, it is time once again to say slow down before adopting an inequitable plan that will fall most heavily on those least able to afford it, and threaten tourist dependent areas like Lower Manhattan’s Chinatown still struggling to recover from the economic devastation of 9/11, Hurricane Sandy and the pandemic.
