This is Day 2 of the public review period of the required federal environmental procedures to approve congestion pricing. The MTA’s Final Environmental Assessment published yesterday weighs in at 958 pages and the companion finding, just a few dozen pages, determines that tolling vehicles entering Manhattan south of 60th St., “will have no significant impact on the human or natural environment.”
