Rising costs are making it harder for all New Yorkers to make ends meet. But as Uber drivers like me know, there’s an additional factor impacting the livelihoods of for-hire vehicle (FHV) drivers: restrictive licensing rules by the Taxi and Limousine Commission (TLC). And the city’s recent rollout of new licenses for electric vehicles shows this problem is not going away any time soon.
