The bipartisan New York State Independent Redistricting Commission, mandated by the state Constitution, was illegally bypassed by the Democrats in the Legislature early this year seeking to maximize their gerrymandering. The courts said no and appointed a nonpartisan special master to draw maps for seats in Congress and the state Senate in the elections just concluded.
