Upstate New York, land of broken promises, grasps tight to fresh hope courtesy of a tech company and state and federal taxpayers. The world’s fourth-largest microchip maker, Micron, has committed to building a gargantuan complex of plants outside of Syracuse. Gov. Hochul and Sen. Chuck Schumer, who spearheaded subsidies in Albany and Washington, tout what they say could be an earth-shattering $100 billion in private capital investment over the next two decades, along with the creation of up to 9,000 high-quality jobs — and four times that total in the wider economic ecosystem.
