SAN JOSE — A vision for market-rate and affordable homes has emerged for a big chunk of a San Jose site where a massive tech campus was planned and then scrubbed in the face of a fading office market.

BXP, which for the great majority of its existence was known as Boston Properties, is planning two residential buildings on a property with addresses of 2830 North First Street and 45 through 65 East Plumeria Drive in north San Jose, documents on file with city planners show.

All told, 482 apartments are being planned on the seven-acre project site, which is part of a 24.3-acre property where BXP once proposed a huge office campus that would have catered to major tech companies.

A fading office market prompted BXP — and countless other property owners that included tech titans and veteran real estate companies — to reassess their office plans.

In many cases, housing projects emerged as the most viable alternatives to a speculative office development.

One of the residential buildings that BXP proposed would consist of a four-story market-rate apartment complex with 360 rental units.

The other building would be a three-story, 122-unit affordable apartment complex.

The affordable apartments would be set aside for households that earn 80% or less of the area median income (AMI) for Santa Clara County.

In Santa Clara County a household of four people has an AMI of $195,200 a year, the state Housing and Community Development Division estimated in April 2025. An 80% threshold equates to a max income of $156,160 for a household of four.

Here are some details of each of the two apartment buildings, according to the plans on file with city officials:

— The market-rate building would consist of 40 studio units, 190 one-bedroom units and 130 two-bedroom units. This building would occupy 5.3 acres.

— The affordable apartment building would consist of 13 studio units, 43 one-bedroom units, 35 two-bedroom units and 33 three-bedroom units. This building would be built atop 1.7 acres.

The real estate titan also owns the site of two huge office projects in downtown San Jose that have received approval from city officials.

Construction began twice on one office project near Autumn Parkway and West Julian Street, but BXP has mothballed the development due to the feeble office market in the Bay Area.

Another office complex near the San Jose Convention Center and Children’s Discovery Museum has yet to begin construction.

BXP, however, is offering the 447 South Almaden Avenue site for sale, although an asking price wasn’t disclosed. That property is currently a surface parking lot that’s leased to the city of San Jose.

As for the north San Jose site, BXP intends to demolish multiple building pads to clear the way for the two apartment buildings.

One of the concepts for the proposed BXP housing development discloses that several large buildings, which would be housing or office structures, are planned for parcels on the remaining 17 acres of the property.

The real estate titan’s current project plans for its north San Jose site provided no specific details for the size or type of these potential structures next to the two apartment buildings.

BXP described the two proposed residential complexes as representing phase one of the project on the 24-acre site.

The market-rate residential building would include two courtyards, a sky deck, an outdoor deck, a paseo, and other open spaces, the project plans show.

The affordable apartment complex would include a community playground and a courtyard.

“We are excited to propose a multi-phased, market-rate and affordable housing development that directly supports the city’s vision to generate diverse housing options for all income levels in San Jose’s premier employment center,” BXP senior vice president Aaron Fenton stated in August 2024, when the real estate firm first signaled that it would pursue housing on a part of its development site.
