Rep. Mike Levin, D-Dana Point, Tuesday blasted the Republican-supported “One, Big, Beautiful Bill” budget package backed by the Trump Administration, which he says will have a negative impact on millions of Californians.
Calling it the “Big Ugly Bill” supported by Congressional Republicans, Levin urged the Senate to reject the proposed budget and pass one that looks out for lower-income Americans.
“This bill will rob working families just so Donald Trump and Congressional Republicans can hand out even bigger tax breaks to Big Oil and billionaires like Elon Musk,” Levin said. “It’s not just misguided, it’s cruel. This bill is a betrayal of every American who values economic fairness and who thinks we should be looking out for the hungry senior rather than the ultrawealthy mega-donor.”
According to the Congressman, who spoke at TrueCare Encinitas on Tuesday morning, said the bill would “take health care from millions of people, slash food assistance, and drive up household energy costs.”

The House of Representatives passed the budget proposal 215-214, almost exactly along party lines with two Republicans defecting. It features reforms to programs like Medicaid and food stamps, among other changes.
“It introduces tax exemptions for overtime pay and tips, as well as a deduction for auto loan interest and a new additional standard deduction available for all seniors, all of which violate basic tax principles of treating taxpayers equally,” a statement from the nonpartisan Tax Foundation reads.
The authors of a paper from that nonprofit analyzing the bill said it incurs massive costs for dubious benefits from “political gimmicks and carveouts.” It also would complicate the tax code considerably. However, the authors also note it does provide “a degree of certainty and stability.”
Levin was less hesitant in his disapproval after the House vote.
“I voted no because this bill is a disaster for working families,” he said. “It would rip health care away from 14 million Americans — including over 25,000 in my district — by slashing Medicaid and imposing harsh work requirements. It would take food assistance away from up to 10 million Americans. It would drive up household energy bills, even as nearly 80 million Americans already struggle to pay for utilities.”
Leaders of local organizations joined Levin on Tuesday to express concerns about the bill.
“As the leading hunger-relief organization in San Diego County, the San Diego Food Bank believes that enrolling eligible individuals and families in SNAP is one of the most effective ways to reduce hunger,” said Casey Castillo, CEO of the Jacobs & Cushman San Diego Food Bank. “However, recently proposed changes to SNAP will result in fewer food insecure individuals and families receiving these important benefits.
“The San Diego Food Bank is ready to meet these challenges head on and is committed to advocating for our seniors, veterans, and children who experience hunger every day.”
The bill still has to pass the Senate, and could come back to the House for additional discussion and voting. Until Americans know more, those relying on services such as Medi-Cal — California’s version of Medicaid — are left waiting.
“Cuts to Medicaid will destabilize California’s health care system and put millions of lives at risk,” said Anthony White, TrueCare’s vice president of government and community affairs. “At TrueCare, more than 70% of our patients are covered by Medi-Cal. The proposed Medicaid cuts would force California to ration care, shrink eligibility, reduce benefits, and cut payments to providers.
“Our community will lose access to services and suffer deeply as a result.”
